Grifters Romping at HCC; Spies Abound

I have had a message from one of my GK Deepthroats who says you are getting information from a high-level union official of the service workers' union. Is this true? And if it is, isn't that illegal? And are you administrators still spying on the bookstore workers who were lucking enough to keep their jobs because that wonderful committee held its ground?


This sounds like the Mayberry Outback Third Reich.

Please post below comments on your blog and forward copies to proper state authorities, HCC board members (especially to the two new board members) and media outlets. I cannot contact these people directly because I would be terminated if I sent e-mails directly to them, so contract them for me. I give you my permission.

Administrators are still incensed after their failed attempt to privatize bookstore operations.

The bookstore outsourcing scam was conducted under the guise of an open competition, the campus corrupt administrators in effect, had really issued what amounted to a “sole source” RFP.

Thank goodness for your efforts, those of La Gaceta, and those brave four elderly bookstore women.

Majority of HCC faculty and staff are aware of the administrators’ plan to outsource the college’s support operations (bookstore, maintenance, security, copy centers), but are too scared to get on administrators: radar. HCC’s attack dogs Suzanne Flaig and Donna Miller have a long history of discrediting faculty and staff who speak up. My friend o the 8th floor said that Barbara Larson said that bookstore review team members were swayed by bookstore employees “sob stories,” and didn’t see the long-term economic
benefits by outsourcing support departments.

Just ask any HCC faculty and staff about the wonderful cleaning service provided by private vendor Sodexho, HCC pays a bloated yearly contract to Sodexho for lousy service. The only reason Sodexho is awarded cleaning contract year after year is that they give kickbacks.

Sodexho’s James Brown, according to a recently departed cleaner, gives HCC’s Damson Bullard an envelope filled with cash each and every month. The Sodexho cleaner was mad because they are paid barely above minimum wage.

Also, ask about the lousy food service by vendor Lackmann. Word is out that Lackmann’s Maureen Wheaton recently worked out a payoff scheme with Darson Bullard to “rent out” HCC’s dining facilities back to HCC. My friend who works at Dale Mabry campus told me that Lackmann overbills by 20% and turns around and gives kickbacks to Darson Bullard, who then distributes kickbacks to top administrators and department directors. I must tell you that Barbara
Larson, according on my 8th floor friend, is not aware of this situation nor getting kickbacks.

Majority of graft at HCC is out in the open. Just last week, Barbara Larson sent a college-wide email about a major purchasing issue at HCC. Several departments ignored May 25th purchasing deadline, and continued to spend millions of taxpayer’s monies on personal items, which are not logged in any property control systems. No property control means items can disappear very easily.

Theft is so rampant at HCC, over $700,000 of property controlled items are unaccounted for, State auditors and media should contact HCC property control officer Alan Davis for an answer.

All a corrupt HCC member of staff has to say is that someone “stole” a high-value item, and another purchase order is without question issued to buy a replacement. Another scam said their high-value item is “broke beyond repair,” and once again another purchase order is issued. A lot of corrupt people were getting free goods by these two methods. Lower level HCC employees are doing this because they witness top administrators getting paid avg. $170,000+ per year, in addition to accepting goods, services and free “conference” trips, unjustified flex time, etc. Like I said, corruption beyond corruption.

Last week, my immediate supervisor came to me and told me to keep an eye on one of my co-workers. My supervisor said she thinks one of my co workers is a mole, who is reporting inside financial information to the media. Little did she know that I’m the one that has been reporting internal corruption at HCC.

Well, Deepthroat, doesn’t this revelation blow your cover?

Also, my friend on the 8th floor said something which was very interesting. She mentioned that Barbara Larson called bookstore employees Faye Doyle and Leanne Horwood last year, telling both of them that she was not targeting them. My friend said Larsen way lying to protect herself, and a few weeks ago, my friend heard Larson telling Donna Miller to keep tabs on Faye and Leanne. Miller then said she knows what both of them are doing, because of her high level union source.

Problem at district is that administrators, department heads and willmg supervisors spend more time trying to squash dissent, rather than make the college a better place to work.

I have sent a lot of information to local media, but I’m in the dark on any progress being made, since I cannot contact them system. There is so much mismanagement at HCC, it makes FAMU look squeaky clean. Hard to believe that SACS is jumping all over FAMU, when SACS said HCC wa 1OO% compliant, even though HCC has an abysmal graduation rate and questionable, non-GAP financials.

Also, please post on your blog. Something has to be done. Problem is that majority of us mid and lower level employees are too afraid to speak up in the open for fear of being fired.

I have gotten the above—the sixth from the Hillsborough Community College administration Deep Throat at Gordon Keller-- into the hands of a cabinet officer with the plea that it go to the governor for him to send a forensics audit team down to HCC to examine the accusations made in the Deepthroat emails. I have sent this missive to all members of the Hillsborough County legislative delegation so that they will not be able to say that they knew nothing about this situation if they do nothing to investigate and correct it. In that same email, you requested to view the student records for Mr. Gagnon.

Recent emails sent to the Executive Director of Human Resources were sent to the incorrect email address. This is untrue according to my email records. The address was correct. The emails went unanswered. To reach Ms. Flaig via email comma please direct your comments to sflaighccfl.edu. As previously communicated, I-ICC personnel records are in the Human Resources Department at the District Administrative Offices. You may review these records during regular business hours between 8:00 am and 4:30 pm Monday through Friday. I have asked Ms. Flaig to review them and got no response.

As outlined by FERPA, Mr. Gagnon will need to provide written authorization directly to HCC for you to have access to these files. Mr. Gagnon should send written notification directly to Dean Frank Babcock at the Dale Mabry Campus. I will ask him to do so. Mr. Babcock should inform me when he gets Mr. Gagnon’s authorization so that I may review this record.

With regard to your request for the “expense accounts”, comma inside quotation marks HCC administrators do not have expense accounts.

Mr. Huerta, this represents your template runaround in dealing with my public-information requests. Apparently, you follow your own advice to Sue Flaig, overheard in the hall by one of my Deepthroats, to ignore me long enough to make me go away.

I won’t go away but will detour elsewhere in the chain of authority to get the college to fulfill its public-information duty to the state law: I will ask the board attorney, Mr. Carraway, to oversee my public-information requests. He can deal with your vacillating in carrying out the Florida public-records law.

If the people for whom I asked expense accounts don’t have any, what mechanism do they have to reimburse them when they travel on college business? With what little rhetorical Gordian knot do you attempt to tie up this information?

In addition, this new request: Send me copies of the college-catalog pages that the libraries have on file that cites your name and your credentials for the first five years after you came to the college as Dr. Stephenson’s protégé, at which time she awarded you your job with no advertising for equal opportunity and apparently no academic background check.

And tell me as public information what your salary is; what that of Ms. Flaig is, what that of Ms. Larsen is, what that of Mr. Bullard is.

This missive will route to the board attorney Mr. Carraway for proof that I sent it.

I believe it’s your duty as an officer of the court and as the board attorney to determine whether the revelations of corruption are valid. The board and its attorney shouldn’t sit by and let administration grifters gut with corruption an institution vital to the community such as Hillsborough Community College. The governor did not appoint members to the HCC board for that purpose. And they rely on you for guidance.

I got involved in the ongoing crisis at HCC to help the long-time bookstore women save their jobs. I had worked with them during my twenty-eight years at HCC, most of which time I was professor of English.

After these women’s spending their working lives at HCC, Dr. Stephenson and her myrmidons were set to kick them out into the world of minimum wages, lost pensions, lost DROPs, and lost medical benefits.

The administration wanted to bring in Barnes & Noble to replace the long-time bookstore workers in a kind of bay-area off-shoring that would have cost the workers their jobs, benefits, and pensions and exposed them to the vagaries of the minimum-wage, no-benefits job market. The new situation at HCC would have augmented ongoing opportunities for graft and payoffs from a vendor. The purpose of what Dr. Stephenson calls the “business plan” of the college appears to be disenfranchising all the lower level workers by outsourcing their jobs. That she has plans to move up the worker chain perhaps to the faculty shows in the jobs section of the Web site, where one sees a plethora of adjunct-faculty jobs.

Lost medical benefits would have been especially disastrous for long-time bookstore employee Maida Bello, who had recently undergone brain surgery for a balance problem and now walks with a cane. Maida was the one who alerted me to the situation because, as a professor of English at HCC, I always opposed the administration when it engaged in skullduggery.

We have won the bookstore fight, largely thanks to the intrepid conduct of the faculty-staff review committee that the administration had thought to dominate and make do its will.

Now we still have the problem of the administration’s kicking Head Start children off campus after years of this program’s association with HCC. Head Start is one of the most successful programs that Congress devised to help poor parents and their children get out of poverty. The program has the additional recommendation of Dick Cheney’s having opposed it when he was in the House.

I have another report from one of the administration Deepthroats who have sent me letters since I first got involved in this situation, the sixth, above: they send what one must take seriously as alerts to the graft that may be ongoing at the college. he most recent one I include above.

Hillsborough Community College is too important a community asset to let administration grifters gut the college and turn it into an outtake of The Sopranos.

Nothing you do in Tallahassee will exhonorate you from ignoring the problem back home at HCC. You must ask the governor to send a forensic accounting team to help the HCC board—apparently too unsophisticated, too timid, or too obtuse to oppose the situation--to clean up the administration of graft and grifters.

You will not be able to say when you run for re-election that you did not know about the HCC shameful situation. This communication alerts you to it. It is to handle such destruction of community institutions that the voters elected you to public office.
