Pray give me an update on your assurance to me that you would do something about the graft claimed persistently at HCC by my administration Deepthroat. Has the Attorney General yet involved himself? What progress have you made in having the claims reviewed?
Below is another letter to me from my HCC administration Deepthroat and one from the college attorney to me with my interpolated comments.
You don't want on your records that you let the grifters take over Hillsborough Community College in your own district when you were the guardians of the probity of this public institution as public servants.
Senator Joyner: HCC administration is trying to kick out the HeadStart children in its apparent effort to turn HCC from a college into a business that has many delicious opportunities for payoffs and graft.
Dr. Stephenson is one of those blacks whom Gunnar Myrdahl describes in An American Dilemma who made it out of the ghetto and doesn't look back or help those left behind. There needs to be a black senator who has made the mainstream who will go to bat for these children, most of whom are black and Hispanic children locally. Rescue these children from the cupidity of those heartless HCC administrators to maintain your ethical fitness to fill public office and to keep HCC from becoming a Bay Area version of The Sopranos.

I give you full permission to share below information with relevant authorities
and post on your blog (hccdeepthroatb1ogspot.com) , which is being blocked
on HCC ’s and THPL’s computer networks. So much for free speech.
Corruption is rampant at 11C C. For instance, a recent RFP was “fixed,” with
contract going to Cross Construction Services 1608 N. 43rd Street , Tampa , FL 33605 . One bidder, JVS Contracting, lost out to Cross Construction Services under questionable circumstances, directed by HCC CFO Barbara Larson.
JVS Contracting should contact State’s Attorney office and St. Pete Times to look
into bid rigging and backroom deals. The lowest bidder will inevitably claim
massive cost overruns, which Larson signs off, without conducting an in-depth
inquiry. Time and time again, she signs off on highly-questionable expenses.
Larson, along with other 11CC administrators, are lousy stewards of taxpayers’ monies.
Since coming to HCC , Larson has ignored established state and federal
procurement guidelines. The bookstore RFP was a prime example of total
disregard to state guidelines regarding conducting a fair and transparent bid
process. Only after bookstore employees complained, going outside the college,
did corrupt HCC administrators back down and keep the bookstore operation in
house.
Several of us at district are offended that several administrators and their dept.
directors (and two deans @ PC and at YB) are so crooked. Contractors and
vendors know to win a HCC contract, certain key personnel expect to be
paid (cash, gifts, free goods, and consulting contracts to firms that HCC
administrators and their relatives have ties to.).
If the St. Pete Times exposes one corrupt deal (hint contact JVS Contracting), the entire 11CC house of cards will fall.

Dear Mr. De Cesare:
We received your blog and thanks to your kind direction I reviewed the portions that I believe you wanted me to review.
First and foremost, I want to assure you that the college will never punish anyone for reporting what they believe to be evidence of wrongdoing on behalf of anyone at the college, whether student or staff.
Mr. Carraway, this is simply not true. Even the women who worked in the bookstore and went to plead to the trustees for the college not to eliminate their jobs were put under surveillance. The reason people don’t report anything is that they are scared to death that they will lose their jobs and that even if they do take the risk of reporting wrongdoing, that officials such as you cannot protect them and that the board does not bother to listen to their pleas.
Employees are free to report to their direct supervisor and up through the chain of command to and including the President. Because of concerns raised in your blog we will make sure that all employees are aware of their freedom to report what they perceive to be improper or wrongful conduct.
The President is either in on the scams that Deepthroat keeps logging in, or she doesn’t care and has decided that the board doesn’t care either so that she has nothing to fear from it. As for answering concerns, she has never once answered one of my emails. When I was at the college, I would call her up ad seriatim until she answered. She gives the impression of being immured in a bubble and not available to the outside world.
Some of the allegations in the blog concerning Mr. Bullard are not new. Those allegations were disclosed to the State Auditors and to Southern Association of Community Colleges (“SACS”) insofar as they had surfaced before the SACS review.
Good Lord, do you mean to say that both the State Auditors and SACS condone skullduggery? You make it sound as if the whole state apparatus for protecting tax dollars tolerates a certain degree of corruption.
Neither the State Auditor nor SACS indicated to the college that they believed any further action was necessary.
What do you mean by the vague term “indicated”? Did they say in plain English that the low-grade corruption was ok? Did they put that in writing? I would like to have a copy of that as public information.

There is one thing you can do. I don’t think the board has a policy of letting the college technology people block a citizen’s Web blog because they don’t want the college people to pull up the blog to get information that counters the propaganda they dispense from GK. Please get the rascals to unplug my blog from their blocking devices. Or cite the offical board policy that allows such a maneuver to shut down free speech at a public instition.
